Can we skip this and go straight to building?

You can, and for a small well understood piece of work that is often the right call. For anything where the requirements are still being argued about internally, skipping design does not save the cost, it just moves it later and multiplies it.

Do you work with our existing brand?

Yes. If you have brand guidelines we work inside them. If you do not, we establish just enough of a visual system for the product to be consistent, without turning it into a full rebrand you did not ask for.
