How do you pick creators?

By audience overlap and by how their existing posts perform, not by follower count. A creator with fifteen thousand engaged followers in your category will beat one with three hundred thousand who are not, and will usually cost a fraction as much.

Is research worth it for a small budget?

Often it is the only thing worth doing. A small budget cannot survive being spent on the wrong audience, so the cheapest research is still cheaper than the campaign it stops you running.

What does a community programme actually involve?
